Utter, complete, utter, so totally utterly new noob at Sewing Machines Parts and Sales in Los Angeles

Yeah, so I have zero idea at all where to begin asking. There’s a small tear in the surface of my softshell jacket and I’d like to patch it using a reflective tape for added visibility at night. I’ve bought the tape already, but a local seamstress quoted me $50 to stitch it all on.

Is there a fabric glue I can use myself to stick the tape onto the jacket?
