[Simplicity 1099] Question about this pattern. Sewing Machines Parts and Sales in Los Angeles

This is the pattern in question. I still haven’t decided if I want to make the blue skirt. The Finished Garment Measurements say the skirt D length is 42″, however it also says “finished back length from base of neck”. What the heck does that mean in terms of the length of the skirt?…. Because I’m pretty short and I want to make sure it fits me length wise.
