Sewists who take commissions- Do you charge for plannin Sewing Machines Parts and Sales in Los Angeles

I’m hoping that there are some of you out there who take commissions for your work. My question: if you’re charging an hourly rate, do you charge for time spent planning, researching, drafting patterns, and shopping for supplies? Or do you just charge for the actual physical construction of the garment?
