Reconstruct Wedding Dress? Sewing Machines Parts and Sales in Los Angeles

So I have this wedding dress that I love. I can’t wear it like this since we have scaled down the wedding. Its a ballgown, strapless, sweetheart, drop-waist. I want to know if it would be possible to shorten the bodice since there’s a seam between the bodice and the skirt. I also want to make it tea length. I have made corseted dresses before, just never shortened a bodice. Any tips?

I also want to make a lace overlay for the whole thing including off the shoulder, 3/4 sleeves. Tips for this as well would be helpful!
This is the dress. I want to completely redesign the dress without paying hundreds of dollars in alterations. I also would take off the ruched tulle on the bodice as well as the embellishments to put the lace on and then maybe sew it back on.
