Quilt/patchwork pencil skirt: suggestions needed Sewing Machines Parts and Sales in Los Angeles

Hello there,

I’m planning a S/S skirt styled after the Chava pencil skirt from Anthropologie.
Now, I know nothing about quilting.

Should I sew the strips together to “make a fabric” and then cut the pattern? Or else?
I have this pattern from Burda; should I invest in a proper pencil skirt pattern?

This patchwork business is freaking me out. I keep watching youtube videos and it looks easy but I’m not sure it’s feasible for garments.
