Help with making a ruched dress Sewing Machines Parts and Sales in Los Angeles

I was thinking of trying to make a dress like this one. Does anyone have any pattern suggestions? If drafting, should I just drape?

I like the neckline and ruching and how tight it looks in the waist. I am already blessed with a small waist, but is there anything in particular this dress does here to accentuate it?

What sorts of fabric would be good for this? Should it have a smooth under-dress/lining/whatever and then the ruched part on top?
