Flip up cape? Sewing Machines Parts and Sales in Los Angeles

Hi! I was wondering if anybody can help me come up with ideas on how to create a cape similar to this YouTube video skip ahead to 2:32. It's the pop up (flip up lizard cape) from Priscilla Queen of the Desert.

I can see that it's boned and uses some sort of light weight nylony material. I'm trying to do something like this but as a peacock costume for my niece where she can flip up her feathers just as a peacock would normally do!
