Can you gather a circle skirt? Sewing Machines Parts and Sales in Los Angeles

It’s just a thought, and as I think of it more I can see the pain the waist would be, but I was thinking if you made a circle skirt too wide at the waist you could gather it and add more drama to what would seem like a gathered skirt. But I can’t seem to find any mention online of other people trying it, which is usually a bad sign. So, is it possible, or is it a mess of an idea?
