Advise on techniques for a dress I'm dreaming of? Sewing Machines Parts and Sales in Los Angeles

First off: I’m really new to sewing! I’ve done mostly remodelling/fixing of thrifted clothing for a long time, but I think I’m ready to take on bigger projects from scratch now! 😉

Now, I found a random picture (the first one) of this dress on instagram and I really fell in love. I knew I had to make it. I particularly like the way it bubbles out at the waist. I would really like some advise on how to recreate that effect. I have some 100% cotton fabric that’s quite stiff and thick. Usually when making a-line skirts I will make box pleats or a circle skirt but that will make it lay flat, nothing like the picture.
