how to cut a perfect circle OUT of a fabric? Sewing Machines Parts and Sales in Los Angeles

I don’t know how to describe this, but
I want a fabric with the circle missing – i don’t want the circular fabric itself.

there are plenty of videos showing how to cut a circle out of a fabric,
but i want to cut a circle into a fabric.

i know there are $14 tools that combine a razor with a protractor,
but I just need 4 circles cut and don’t want to invest much here.

does anyone have a link to a video or photo series showing good techniques on
cutting a reasonably good 3.5″ circle out of fabric without ruining the surrounding fabric?
