Help making a costume Sewing Machines Parts and Sales in Los Angeles

Hello, first time on this sub. I am trying to make a cosplay outfit for a convention and posted this in /r/cosplay with no success on how to figure this out. I am cosplaying Chrom from Fire Emblem Awakening and can’t figure out a few things. I am having difficulties with the top and bottom portion of the cosplay (the navy parts), not the cape, white band across him, wig, sword. I’m not a sewer and my knowledge is limited to basic repair sewing.

So basicly, I am looking for either a pattern to make this or some ideas on how to make this or patterns to things that could be something like this, however it gets done, I don’t really care. Please help me out here, I’m trying to have this done by the 16th.
