Trying to sew a dress for a party… Sewing Machines Parts and Sales in Los Angeles

I have a formal company party coming up early next year (all event spaces are rented out, so why not?) and I wanted to make a specific dress, but would like advice, suggestions, and maybe even help making a pattern for a skirt like this… http://imgur.com/IzZDbCh

Maybe not as long, but definitely layered that way. Modcloth had a dress that would have been perfect but it has since disappeared. ):
